The client wants the site to be accessible to all their users: whether they have a disability and need to a use screen reader, or navigate websites by other means, not using the mouse. Use the tab key, Access keys. Their users view the site on large and small screens including mobiles, PDAs. Some users might even have very low resolution monitors!
The client requires high visibility in search engines SEO.
Not only all of this but the client wants a securely protected site that conforms to all relevant legislation and needs to know how these laws relate to their site. And of course the site must be W3C compliant.
